UPSC Mains 2025 Paper Analysis: Themes and Question Types
The 2025 papers tested the standard syllabus through policies and institutions in the news. Many GS answers had to explain a concept, apply it to an Indian scheme or body, and end with a judgement within 150 or 250 words.
- Polity dominated GS II. Nine of the twenty GS II questions were on polity, from corrupt practices under the Representation of the People Act and the Tribunals Reforms Act to the pardoning power, the Jammu and Kashmir Assembly, the Attorney General, Article 368 and the collegium.
- Geography carried GS I. Eight GS I questions were on geography, from sea level rise and island nations, tsunamis and plate movements to offshore oil, solar power, GIS with drones and the population of the Ganga basin; society had six.
- Schemes and indices in GS III. GS III asked about the Inequality-adjusted HDI, NITI Aayog's Fiscal Health Index, the PLI scheme, semiconductor manufacturing, carbon capture and India's fusion programme and ITER, alongside the turn away from free trade.
- Four internal security questions. Terrorism, Left Wing Extremism, the North-East peace accords and maritime security each had a question, most asking for both the challenge and the government's response.
- Thinkers and dilemmas in ethics. GS IV quoted Thiruvalluvar, William James, Swami Vivekananda, Mahavira and Clausewitz; its case studies covered disaster duty, forest land for housing, conflict of interest, a split purchase, a rural employment scheme and people seeking refuge at the border.
- Philosophical essays. All eight essay topics were statements such as "Truth knows no color" and "Contentment is natural wealth; luxury is artificial poverty", with no direct policy topic.
